Chief Probation Officer Gina Johnson has received her Bachelor of Arts in Child Development and Masters in Public Administration. She began working for the Probation Agency in 1990 as a student worker. Since then she has worked a variety of assignments including field supervision, investigations and institutions.

Assistant Chief Probation Officer

Assistant Chief Probation Officer Candice Modica has over 20 years’ experience working in the field of probation.  Ms. Modica graduated from the University of California, Santa Barbara with a Bachelor of Arts in Law and Society.  She currently oversees the Administrative Services Bureau.  Ms. Modica has a passion for promoting transformative interventions, professional growth and development for staff, and positive community contributions.  Outside of work, Candice enjoys spending time with her family while enjoying the wonderful community of Ventura County.

Tim Dowler

Chief Deputy Adult Services Bureau

Tim Dowler was born and raised in the city of Oxnard. He graduated from Oxnard High School and earned a Bachelor of Science degree in Criminal Justice with a minor in Sociology from Culver-Stockton College in Missouri. Tim began his career as a Corrections Services Officer with the Probation Agency in 1995. Since then he has worked a variety of assignments including field supervision, training and institutions. Tim is an Agency instructor and has facilitated Supervisor Leadership Academy modules throughout the state. He rose through the agency’s ranks to his current assignment as Chief Deputy of the Adult Services Bureau.

Carrie Vredenburgh

Chief Deputy Juvenile Services Bureau

Chief Deputy Carrie Vredenburgh was raised in Ventura County. She was a double major in Psychology and Social Sciences, with an emphasis in Corrections, and earned a Bachelor of Arts degree from Western Oregon University. Carrie began her career as a Deputy Probation Officer with the Probation Agency in 1996. Since then she has worked a variety of assignments including field supervision, investigations, adult and juvenile institutions and the Professional Standards Unit. Additionally, Carrie is an Agency instructor.

Sandra Solorzano

Chief Deputy Business Services Bureau

Chief Deputy Sandra Solorzano received her Bachelor of Science in Business Administration with an emphasis in Accounting from California State University, Northridge. She attained her certification as a Certified Public Accountant from the State of California. She has been with the Probation Agency since July 2007. Prior to joining the Probation Agency, she worked for the Human Services Agency and the Auditor-Controller’s Office.

Crystal Davis

Crystal Davis earned her Bachelor’s Degree in Law and Society from the University of California Santa Barbara and her Master’s Degree in Public Administration with an emphasis in Leadership and Management from California State University Northridge. She began her career with Ventura County Probation Agency as a Deputy Probation Officer in 1998. She continued to climb through the ranks to her current position as Division Manager. Her assignments have included Youth Services, East County Field Services, Clifton Tatum Center, Repeat Offender Prevention Program, West County Felony Services, Juvenile Facilities (Detention and Operations), Staff Training Unit, East County Probation and Post Release, Juvenile Field Services and Adult Court Services. Additionally, Crystal is an Agency instructor.

Andy Souza

Andy Souza was born and raised in the San Fernando Valley, a suburb of Los Angeles. He graduated from California Lutheran University with a Bachelor of Arts degree in Business Administration.  He began his career with the Ventura County Probation Agency in 1996.  Since then he has worked on a variety of assignments including adult and juvenile field supervision, institutions, and adult investigations. Andy is an Agency instructor and has facilitated Supervisor Leadership Academy modules throughout the state. He rose through the agency’s ranks to his current assignment as a Division Manager of the Adult Court Services.

Theresa Hart

Division Manager Adult Safety Realignment

Division Manger Theresa Hart was born and raised in Ventura County. She received her Bachelor of Arts in Government with minors in Criminal Law and Public Policy at Sacramento State University. She has been with the Probation Agency since 1994 with most of her career served in Juvenile Justice. She is an Agency trainer and is a member of the California Association of Probation Services Administrators. She is a loyal Dodger fan and is a big fan of USC football.

Declan Tormey

Division Manager Juvenile Facilities Housing

Division Manager Declan Tormey was born and raised in Ventura County. He majored in Psychology and earned a Bachelor of Arts degree from California State University-Northridge. Declan began his career as a Corrections Services Officer with the Probation Agency in 1999 and was assigned to the Clifton Tatum Center. He also worked as Corrections Services Officer II in the Juvenile Facility. He became a Deputy Probation Officer in 2004. Since then, he has worked a variety of assignments including adult field supervision, adult investigations, juvenile institutions, professional standards, and post release supervision.

Dolores Barnett

Dolores Barnett was raised in the City of Santa Paula. She graduated from Santa Paula High School, received her Bachelor degree in Sociology and Criminology from California State University Northridge, and graduated from California Lutheran University with a Master Degree in Public Policy and Public Administration. She began her career with the agency as a student worker and rose through the ranks to her current position as Division Manager of the Adult Field Supervision Services. Dolores is an agency instructor and serves as an agency range master, Taser instructor, and years as a defensive tactics instructor. She has held a variety of assignments including Juvenile Investigations, Juvenile Placement, Adult and Juvenile Field  Supervision, Specialty Court Programs, Staff Training, Probation and Post Release Supervision, and the Juvenile Facilities.

Rosa Padilla

Rosa Padilla was raised in the city of Fillmore. She graduated from Fillmore High School and earned a Bachelor of Science degree in Criminal Justice from California Lutheran University. She began her career with the Ventura County Probation Agency as a Student Aide and rose through the ranks to her current position as Division Manager of the Administrative Services Bureau. Rosa is an Agency instructor, and she has held a variety of assignments including Juvenile Intake, Early Intervention, Youth Services, Juvenile and Adult Field Supervision, Professional Standards, Juvenile Placement, Juvenile Facilities, Juvenile Investigations, Repeat Offender Prevention Program and Juvenile Insights Mental Health Court.

Heidiann Cobos was born and raised in Ventura County.  She graduated from Santa Paula High School and earned an Associates of Arts Degree from Ventura Community College. In addition, she obtained a Bachelor of Science degree in Government and Politics from the University of Maryland: European Division, while living in Germany.  She began her career with the Ventura County Probation Agency as a Deputy Probation Officer and rose through the ranks to her current position as Division Manager over the Juvenile Facilities: Juvenile Court and Operations.  Heidiann held a variety of assignments to include Youth Services, Early Intervention, Juvenile and Adult Field, Investigations, Professional Standards, Specialized Services, and Juvenile Facilities.  It has been her honor to serve her community for the past 26 years.
